It depends. There's no real downside to using armor on a mage in Skyrim (unlike previous TES games, where wearing armor increased spell cost and/or reduced the chances of a successful cast). If anything, wearing robes/cloth would likely put you at a disadvantage for most of the game, compared to wearing armor.
