First, you should try to fix the Briggs and Stratton 5hp governor problems and adjust it with the engine. First, check out the arm of the governor. Step 1 Remove the Air Filter Cover. The air filter and its cover are located to the right of the yellow warning label under the throttle cable. Remove the single screw attaching the cover and filter using a 5/16'' socket. Pull straight outward until the filter assembly is detached. The screw is a flat head as well as a 5/16'' socket.Improper fuel flow to the float bowl reservoir inhibits the carburetor adjustment. Turn the needle valve and idle valve in a clockwise direction to seat the valves close with the screwdriver. Do not over tighten as damage will result to the seats. Open the lower needle valve 1 1/2 revolutions in a counterclockwise direction.
