I read that after you max out health, stamina and dead eye at level 8, you can upgrade it to level 9 by completing a set of challenge (10), equip all the weapon equipment of the corresponding set. To get level 10 you must complete all challenges (90). Herbalist, master hunter and weapon expert challenges are for health.

So with Sharpshooter 8. If you've made it to this challenge w/o dead eye level 3 where you can continue in free fire. You unlock it in Saint Denis whilst robbing the post office btw. Well to combat the downfall of not having DE lvl 3, you can actually use poison arrows as weird as it may sound. If you think about it you aren't reloading!
