Both the classes have innate ways to refocus to use the focus spells. I believe that since Dragon Breath is an innate skill it will auto scale with the DC you get from your class. Dragon form should work better for a Martial than caster I believe. Both classes are super tanky so they can easily get in position without dying.

The math for Pathfinder 2e is based on your characters having a certain power level and I don't know if you're going to be able to keep up with monsters. Don't get me wrong I agree with your spread I just really recommend the "standard" point system.
