In atm 7 (1.18.1) its in mountain type biomes. Natures compass shows the type of all the biome as there isn't one just called mountain any more. Apparently it exists from y 20 down but is rare or more commonly (not like iron common) above y170. You can see the odd bit here and there on exposed rock on peaks as you jetpack around looking.

I recall when I was playing ATM7 that initially it did drop, but after some update a while ago, it stopped dropping when broken. It appears intentional, probably because you could initially dupe them by breaking and re-placing in a different spot.

Best bet is to loot dungeons and find a nuke arrow and then use an infinite quiver bow, easiest ATM vibranium and unobtanium of my life. Use an RFtools Builder with a clearing quarry card to clear out vast swathes of land and then you can just mine the left over allthemodium. Should just be around the deepslate layer.
