It is this cover that you can drop down and out. As for the fuses , you need to work beneath and probe on the fuses accordingly.The "relay side" is to the right of the cabin air filter. You can kind of get at it, I pried out the relay with a screwdriver. I played with relays, decided that wasn't the problem but the lock automatically fixed itself the next day.
