Most likely it's because you have 9/10 in contraband stash and completed 2 missions that give a weapon each. I ran into this and the only reasoning I found was that I was using a blueprint for a gun that I didn’t have the base gun unlocked. I still get this bug even with the gun unlocked. On PS5 using the Victus XMR. Unlocked and maxed but wanted to use the Folivora blueprint to try the Raptor-FVM40 scope that comes with it.
