It already factors in the scythe hitting multiple times. You can see in the screenshot that the scythe attacks 20% slower, has a much lower max hit, and a much lower accuracy than the partisan. If it didn't factor in the 75% dps boost then the shown dps would likely be closer to half that of the pattisan, but instead it's only slightly lower.

Its absolute trash. Not accurate at all. Underclassed by just about every other weapon including lower tiers. The spec is too rare (1/51 rate) and the str bonus too low for how inaccurate it is. +57 crush is simply abysmal. If you dont land a hammer hit, you might as well just tele out. Needs a buff for sure. If I were to guess Keris is still better. In a pinch (or always if you want but it might be considerably slower without full crystal but idk your other gear or stats to calc) you can prolong Baba’s boulder phase by ranging them at the side getting in free damage. 1. r/ironscape.
