In particular, the last area of mementos drops one every 3-4 fights. at least for me anyways. PSN and GamerTag - DungZo.The only way to get them is via Network Fusion. By offering a persona up to the network, you'll get a random persona n exchange, sometimes strong af; or maybe really, REALLY weak one. It's all RNG. Anyways, the result of the a network fusion has a small chance to have one of the four skills on it. Four being the max transferable skills from fusion.
