I just clocked it at 1:40 to fully launch starting from DX11 from Larian Launcher. Re-loading saved games takes about a minute. Seems to be a launcher issue. I've lowered all of the graphic settings to low and I'm still getting horribly slow texture pop in. My specs: GTX 1060 6GB, i5 7400, 8GB RAM. Check your ssd speed (you can google it if you need any instructions). If it is as fast as it should be, I guess the problem is with the files or game settings, something must be limiting the speed.
