If you just have a pistol or you are a hatchling they will hunt you down, that's what I have noticed at least. Pistol runs for the PMC kills had 15+ scavs breathing down my neck. You need at least a gun and a rig or backpack or armor to avoid tagged and cursed. I agree making the raid times shorter is terrible and leads to camping. I also wonder how much of that is the server overload.

No clue what was the trigger in this case and probably a bug. If you put gear on, it breaks the tag. Say you kill a few scavs and toss on a rig or armor. Pistol only (with spare mag of course) works consistently for me.
